由珠海市主办的“众创杯”创业创新大赛科技海归领航赛海外赛区暨LPN首届创新创业大赛将于9月7日进行项目路演。届时共有来自英国各地、不同专业的18个项目进行路演。欢迎大家报名参会,聆听优秀旅英学者的项目报告!

大赛背景

为贯彻落实中央关于大众创业、万众创新的决策部署,深入贯彻落实《粤港澳大湾区发展规划纲要》,打造资源集聚的创业创新平台,推动双创热潮向纵深发展,省人力资源社会保障厅牵头会同省发展改革委等14家单位共同举办2019年广东“众创杯”创业创新大赛。

科技海归领航赛是2019年广东“众创杯”创业创新大赛七大赛事之一,由珠海市承办。海外赛区由伦敦博士联盟主办,这也是伦敦博士联盟首届创新创业大赛。


The roadshow of “Community Entrepreneurs Cup” Entrepreneurship and Innovation Competition, the overseas competition area of Science and Technology Returnees Pilot Competition and the first LPN Innovation and Entrepreneurship Competition, which is sponsored by Zhuhai City, will be held on September 7th. The roadshow venue is located at the UCL Institute of Education (IOE/UCL), with Russel Square as the nearest subway station. The venue is located at 20 Bedford Way, which is level 3 after entering from the ground level entrance of Bedford Way.

Please note: September 7th is the Undergraduate Student Open Day of UCL. There will be a lot of people in Bloomsbury campus. Please take good care of your personal belongings.

Background

In order to practically follow the central government’s decision on the deployment of mass entrepreneurship and innovation; to implement the “Guangdong-Hong Kong-Macao Great Bay Development Plan”; to create the platform for the gathering of entrepreneurial innovation resources; and to promote the newly issued documents on promoting high-quality and upgraded mass entrepreneurship and innovation, the 2019 Guangdong “Community Entrepreneurs Cup” Entrepreneurship Innovation Competition were hosted by Guangdong Provincial Human Resources and Social Security Department together with Provincial Development and Reform Commission and other 14 departments.

The Science and Technology Returnee Pilot Competition is one of the seven competitions of 2019 Guangdong “Community Entrepreneurs Cup” Entrepreneurship and Innovation Competition, which is hosted by Zhuhai City. The overseas competition is organized by LPN, which is the first innovation and entrepreneurship competition of LPN.

大赛背景

为贯彻落实中央关于大众创业、万众创新的决策部署,深入贯彻落实《粤港澳大湾区发展规划纲要》,打造资源集聚的创业创新平台,推动双创热潮向纵深发展,省人力资源社会保障厅牵头会同省发展改革委等14家单位共同举办2019年广东“众创杯”创业创新大赛。

参赛对象

参赛团队核心成员中至少包含一名下列人员:

1、具有中级及以上职称的专业技术人员;

2、具有技师及以上职业资格的技能人员;

3、具有研究生学历或硕士及以上学位的人员;

4、在高校、科研院所及其他企事业单位从事科学研究、技术开发等工作的人员;

5、留学回国人员;

6、各级政府部门认定的高层次人才;

7、拥有自主知识产权的人员。

参赛条件

1、有创业意向或正准备在广东创业的团队,截至报名时创业项目尚未在广东省行政区域内登记注册;

2、参赛者须为团队创始人或核心成员,项目团队核心成员不少于3 人,不超过8 人,且均已年满18 周岁;

3、团队负责人及主要创始人不担任省内其他企业法人代表;

4、创业项目符合国家法律法规和产业政策,无知识产权纠纷。

参赛奖励

1、初赛海外赛区共设十名单场优胜奖,补贴人民币五千到两万元不等,另外所有获奖团队可获得5000元机票补助回国参加复赛,如获得单场优胜奖的项目放弃复赛资格,名额可顺延。

2、复赛最多可得20万元奖金

3、大赛还提供“10+N”配套服务体系,即符合条件的参赛项目可申请扶持总额最高可达10万元的创业担保贷款贴息、一次性创业资助、创业带动就业补贴等政策。

4、获奖项目可申请入驻创业孵化基地,大赛还将举办创业讲座、项目展示、创业指导、训练营、资源对接会等配套活动,促进双创要素交流融合。

5、获得众创杯,可优先入选如下广东省创业人才计划:扬帆计划、广东省培养高层次人才特殊支持计划、珠江人才计划、珠海市人才政策。

6、获得珠海市招才引智和产业扶持政策的支持,给予人才资助和综合服务保障以及金融扶持。

7、报名参赛并递交完整报名表即可在大赛当日现场领取50镑奖励。非伦敦地区的路演团队可报销交通费(按小票报销,上限200镑)。

Background

In order to practically follow the central government’s decision on the deployment of mass entrepreneurship and innovation; to implement the “Guangdong-Hong Kong-Macao Great Bay Development Plan”; to create the platform for the gathering of entrepreneurial innovation resources; and to promote the newly issued documents on promoting high-quality and upgraded mass entrepreneurship and innovation, the 2019 Guangdong “Community Entrepreneurs Cup” Entrepreneurship Innovation Competition were hosted by Guangdong Provincial Human Resources and Social Security Department together with Provincial Development and Reform Commission and other 14 departments.

This year’s competition focuses on the construction of Guangdong-Hong Kong-Macao Great Bay area, which will highlight the unique features of the Great Bay area and to optimise the event arrangement; the competition also closely linked to the rural revitalization and precise poverty alleviation strategy deployment, to deepening the connotation of the event. Also, the competition hope to inspire and protect entrepreneurs’ ideas to engage public’s attention and encourage more participants to be involved in innovation and entrepreneurship.

The Participants

The core members of the team include at least one of the following:

  1. Professional or technical individual with intermediate and above qualification;
  2. Skilled worker with specialised technique and above qualification;
  3. Individual with postgraduate qualifications or master’s degree or above;
  4. Individual engaged in scientific research and technology development in universities, research institutes and other enterprises and institutions;
  5. Oversea returnee students;
  6. High-level talents recognized by government departments at all levels;
  7. Individual with independent intellectual property rights.

The criterion

  1. A team with entrepreneurial intentions or preparing to start a business in Guangdong. As of the time of registration, the entrepreneurial project has not been registered in the administrative region of Guangdong Province;
  2. The contestants must be founders or core members of the team. The number of core members of the project team are no less than 3 people and no more than 8 people, with age above 18;
  3. The team leader and the main founders are not the corporate representative of any other enterprises within Guangdong province;
  4. The entrepreneurial project must comply with national laws and regulations, industrial policies, and no intellectual property dispute.

The rewards

  1. There will be 10 prize winners in the overseas preliminary competition, with a subsidy ranging from RMB 5,000 to 20,000 yuan. In addition, all winning teams can get an air ticket subsidy of RMB 5,000 yuan to return to China to participate in the semi-finals.
  2. The maximum bonus for the rematch is 200,000 YUAN
  3. The competition also provides “10+N” supporting services system, that is, eligible projects can apply for support of up to 100,000 yuan of start-up guarantee loan discount, one-time start-up funding, start-up employment subsidies and other policies.
  4. The competition provides “10+N” supporting system, i.e. eligible projects entitled to apply for up to CNY 100,000 subsidy, one-time start-up financing support, and entrepreneurship-lead employment etc. supporting policies.
  5. The award-winning projects entitled to apply for the entry into the entrepreneur business developing base. The competition will also hold entrepreneurial lecture, projects exhibition, entrepreneurship guidance, training camp, resources assigning meeting etc. to promote the exchange and integration of upgraded mass entrepreneurship.
  6. The core team member of the award-winning projects have priorities to be selected as talents in Guangdong Province.
  7. Finical and all other relevant supports to the award-winning talents which supported by Zhuhai talent recruiting policies and enterprise-supporting policies.

本次LPN Cruciform 学术沙龙,我们邀请到了英特尔英国研发中心的资深工程师石侃博士主讲,介绍了可编程芯片—FPGA(field-programmable gate array),及其特点和应用,FPGA在AI(artificial intelligence)时代的独特优势及FPGA的新型应用实例。

 

在人工智能与大数据日益高速发展的现代,可以进行快速、大容量数据计算的FPGA芯片受到广泛的关注。首先,FPGA作为一种特殊的高性能芯片,由现场可编程门阵列构成,理论上是一种“万能芯片”,可以实现“任何”功能。与CPU(central processing unit)相比,FPGA根据算法定义架构,并行处理数据流,具有快速、高并行、高吞吐量的特点,石博士分别用飞机和高铁生动形象的比喻了CPU和FPGA的特点。其次,FPGA作为一种高性能的AI芯片,石博士分别在性能、灵活性、同构性、成本和功耗五个方面与CPU、GPU(Graphics Processing Unit)、ASIC(application-specific integrated circuit)进行了对比,其中,CPU具有性能一般的不足,GPU具有高功耗和高成本的劣势,ASIC具有低灵活性和高研发成本的缺点,唯有FPGA具有综合的比较优势,是最为理想的AI芯片,在人工智能和大数据方面具有广泛的应用。最后,石博士介绍了FPGA由寡头垄断,如Intel Altera,Xilinx, 等公司,主要应用于通信、网络、信号处理、航天军工、高性能计算等,主要的用户有华为,爱立信,诺基亚,中兴等。他重点介绍了微软在大数据时代的转型,微软的Catapult项目和Brainwave项目,并介绍了FPGA在数据中心、AI、云计算、数据分析、网络安全、视频译码、金融加速、基因组学等方面的新应用。

石侃,博士毕业于伦敦帝国理工大学电子工程系,现任英特尔公司资深芯片研发工程师,微信公众号“老石谈芯”主理人。在工业界,石侃一直深耕基于可编程芯片的数据中心网络加速、网络功能虚拟化、高速有线网络通信等领域的研发和创新工作,有丰富从业经验。在学术界,石侃曾经针对可编程逻辑芯片、近似计算、计算机数学等方向在学界顶级会议和期刊上发表过多篇研究论文,并两次获得欧盟HiPEAC论文奖。


【Event Report】LPN Cruciform Academic Seminar – Chip Revolution: Programmable Chip FPGA–Acceleration Engine in the Age of Artificial Intelligence and Big Data

In this LPN Cruciform Academic seminar, we invited Dr. Kan Shi, a senior engineer from Intel UK R&D Center, to give a lecture, and introduced the programmable chip-FPGA (field-programmable gate array), its characteristics and applications, FPGA in AI (artificial intelligence) The unique advantages of the times and new application examples of FPGAs.

In the modern era of the increasingly rapid development of artificial intelligence and big data, FPGA chips that can perform fast and large-capacity data calculations have received extensive attention. First of all, as a special high-performance chip, FPGA is composed of field programmable gate arrays. In theory, it is a “universal chip” that can realize “any” function. Compared with CPU (central processing unit), FPGA defines the architecture according to the algorithm and processes data streams in parallel. It has the characteristics of high speed, high parallelism and high throughput. Dr. Shi used an airplane and a high-speed rail to vividly compare the characteristics of CPU and FPGA. . Secondly, FPGA, as a high-performance AI chip, is comparable to CPU, GPU (Graphics Processing Unit), and ASIC (application-specific integrated circuit) in five aspects: performance, flexibility, isomorphism, cost, and power consumption. A comparison is made. Among them, the CPU has the disadvantage of general performance, the GPU has the disadvantages of high power consumption and high cost, and the ASIC has the disadvantages of low flexibility and high R&D cost. Only the FPGA has comprehensive comparative advantages and is the most ideal AI. Chips have a wide range of applications in artificial intelligence and big data. Finally, Dr. Shi introduced that FPGAs are monopolized by oligopolists, such as Intel Altera, Xilinx, and other companies. They are mainly used in communications, networking, signal processing, aerospace and military industry, high-performance computing, etc. The main users are Huawei, Ericsson, Nokia, ZTE, etc. . He focused on Microsoft’s transformation in the era of big data, Microsoft’s Catapult project and Brainwave project, and introduced FPGA in data center, AI, cloud computing, data analysis, network security, video decoding, financial acceleration, genomics, etc. new application.

The content of the seminar was rich and exciting, with vivid explanations and many video introductions. Participants and guests had a lively interdisciplinary exchange and discussion, and the response was enthusiastic.

Abstract:

The computing speed of a chip depends on the integration density of the transistors. In the mid-1960s, Gordon Moore proposed Moore’s Law, which states that the density of transistors can double in cycles of one and a half or two years. Dr. Shi Kan will bring you the chip revolution: the acceleration engine in the era of artificial intelligence and big data. 由伦敦博士联盟(London PhD Network, LPN)主办的伦敦博士联盟第三次学术研讨会“机器人与智能系统”,于2016年5月12日在帝国理工学院成功举行。会议邀请了英国皇家工程院院士、伦敦帝国理工哈姆林医疗机器人研究中心杨广中教授和伦敦大学国王学院机器人学主任教授戴建生发表主题报告。他们围绕机器人和智能系统的历史、现状和趋势,艺术和数学对于机器人创新领域的拓展,以及机器人和人工智能技术的社会影响,进行了深入浅出、透彻而精辟的分析。

“Robots and Intelligent Systems” Symposium hosted by the London PhD Network (LPN) was successfully held at Imperial College London on May 12, 2016. The symposium invited Professor Guangzhong Yang (Fellow of the Royal Academy of Engineering) from the Hamlyn Center of Imperial College London, and Professor Dai Jiansheng, Director of Robotics at King’s College London, to deliver keynote speeches. Their presentation focused on the history, current development status and future trends of robots and intelligent systems, and also cover the expansion of art and mathematics in the field of robotics innovation, as well as the social impact of robotics and artificial intelligence technology.

本次论坛中,来自伦敦大学学院(UCL)、帝国理工学院(IC)和伦敦大学国王学院(KCL)的7位优秀青年学者为大家带来了精彩纷呈的演讲,内容涉及如何利用机器学习去训练机器人运动机能,模拟人脑听觉信号处理机制设计的类脑算法,外科手术机器人触感控制,机器人为媒介的远程交流的社会化呈现,利用深度学习规划机器人抓取,个体化机器人穿衣助手,面向人机交流应用的空间声音滤波等,充分体现了机器学习和智能系统在各个领域的广泛研究和多元化应用。

来自伦敦及周边地区的逾百名博士、博士后及教授参加了会议,与会者进行了友好热烈的学术交流。会议得到中国大使馆科技处的大力支持,杨耀云秘书出席了会议并高度赞扬了此次活动。伦敦博士联盟亦将秉承搭建多学科交流平台的宗旨,为学术科研工作者服务。

In this symposium, 7 outstanding young scholars from University College London (UCL), Imperial College London (IC) and King’s College London (KCL) gave brilliant reports on various subjects, including how to use machine learning to train robot kinematics, brain-like algorithms based on human brain auditory signal processing mechanism, surgical robot tactile control, robot-mediated socialized presentation of remote communication, using deep learning to plan robot grabbing, personalized robot dressing assistants, spatial sound filtering for human-machine communication applications fully reflects the extensive research and diversified applications of machine learning and intelligent systems in various fields. More than one hundred PhD students, post-doctors and scholars from London and surrounding areas attended the meeting. The participants had a friendly and warm academic communication. The symposium received strong support from the Science and Technology of the Chinese Embassy. Secretary Yaoyun Yang attended the meeting and highly praised the event. The LPN will be dedicated to building a multidisciplinary exchange platform to serve academic and scientific researchers.

 

【主讲嘉宾介绍】

主讲嘉宾杨广中院士和戴建生教授

杨广中院士, 1982年以优异成绩考取上海交大自动化系,四年本科学习全优,1986年考取上海交大图像处理与模式识别研究所硕士研究生,并于1987年获得奖学金被选派到英国帝国理工学院留学获博士学位、IEE Fellow。现任中国科学院深圳先进技术研究院医工所首席科学家,兼医疗机器人与微创手术器械研究中心名誉中心主任,2010年入选英国皇家工程院院士,并入选中国“千人计划”特聘专家。曾任英国帝国理工电子计算系医学成像部主任、生物工程所成像及机器人部主任、普适传感中心主任、Royal Society/Wolfson基金医学图象计算实验室主任。

戴建生教授,英国伦敦大学国王学院机电系主任,美国机械工程师学会(ASME)Fellow,英国机械工程院(IMechE)Fellow,英国皇家宪章特许终身工程师。曾任ASME英国及爱尔兰区主席,现为IFToMM英国区副主席。为英国应用科学和工程研究基金会,欧盟第7框架计划,加拿大、美国和中国国家自然科学基金会评审和会评专家。现任 IEEE Transactions on Robotics 副主编,ASME Journal of Mechanisms and Robotics 副主编,Robotica副主编。戴建生教授在机构学与机器人学领域取得了丰硕的研究成果,为国际可重构机构与可重构机器人学权威专家,在国际机构学与机器人学中享有盛誉。
